She is so correct. Reminds me of the wave of violence sweeping across Canada viz Toronto (which once used to be such a safe city) by those supposedly with mental health issues; but that is NO excuse for killing the innocent.
Substance abusers aren't only allowed to take drugs, these are also facilitated for them by setting up safe injection sites and what not. These people often hallucinate and have weird illusions and delusions. If they don't get drugs, the withdrawal symptoms turn them violent. Either way they are dangerous for the community. They roam freely in the streets. When they attack an unsuspecting person, hurt them or kill them, the perpetrators are considered 'not responsible for their actions.' That's like hurray for the violators. And what law protects the victims? Nothing. If such a perspective is perceived as humane or protection of human rights, it's actually the opposite. It's inhumanity, leaving families broken and shattered grieving for their loved ones.
Drug users who turn violent and kill the innocent are definitely responsible for their actions. No one compels them to take drugs. It is their own decision, their own choice. They aren't kids, they are young or middle aged adults. They know all too well what they are getting into. They know taking drugs will impair their judgement, it will wreak their family life and their profession (if they at all have one). They are aware that at some point it will lead to erratic behavior when they will either end up hurting themselves or hurting / killing others. Yet they decide to go ahead with it. In case of a tragedy, these insane killers are certainly responsible for their actions. And the law makers to view them as 'incapable' of standing trial and letting them go on probation is inhumanity and the height of injustice for law abiding people of a peaceful community looking for safety.
